ABOUT THE ROLE

The successful candidates will be responsible for coordinating and overseeing all Routine Road Maintenance projects within their assigned province.

Key focus areas include:

  • Road maintenance project planning
  • Contract management and administration
  • Budget and resource management
  • Procurement oversight
  • Stakeholder and community engagement
  • Risk and audit management
  • Contractor and consultant performance monitoring
  • Project reporting and compliance


MINIMUM REQUIREMENTS

Applicants must have:

  • BSc, BEng, or BTech in Civil Engineering (NQF Level 7)
  • Professional registration with ECSA as:
    • Professional Engineer (Pr Eng), or
    • Professional Engineering Technologist (Pr Tech Eng)
  • Minimum 10 years’ experience in Civil Engineering (Roads)
  • Minimum 5 years’ experience in Routine Road Maintenance Contract Management
  • Minimum 3 years’ management experience
  • Experience managing multidisciplinary stakeholder relationships

ADVANTAGEOUS QUALIFICATIONS

The following will be beneficial:

  • MEng or MSc in Civil or Transportation Engineering
  • FIDIC Training Certification
  • PMI Certification or equivalent Project Management qualification
  • SACPCMP Professional Manager registration

KEY RESPONSIBILITIES

Project Planning

  • Plan and schedule provincial RRM projects
  • Manage maintenance budgets and funding
  • Allocate projects to Contract Engineers
  • Ensure adequate project resources are available

Procurement Management

  • Review and approve tender documentation
  • Ensure procurement compliance
  • Support appointment of consultants and contractors
  • Review and manage project contracts

Project Oversight

  • Monitor project progress and performance
  • Track project finances and cash flow
  • Manage risks, disputes, and claims
  • Conduct site inspections
  • Ensure compliance with quality, environmental, and safety standards

Stakeholder Management

  • Engage with internal and external stakeholders
  • Support community engagement activities
  • Participate in stakeholder meetings
  • Respond to project-related media enquiries

Technical Support

  • Provide engineering and maintenance advice
  • Support innovation and best practice implementation
  • Assist with standards and specification development
  • Share technical knowledge across teams

Audit and Risk Management

  • Ensure proper project record keeping
  • Monitor audit and risk responses
  • Ensure compliance with SANRAL procedures
