Job Overview

The Council for Geoscience is seeking a highly experienced Senior Procurement Specialist to lead procurement processes and ensure full compliance with Supply Chain Management (SCM) regulations.

  • Position: Senior Procurement Specialist
  • Location: Pretoria (Head Office)
  • Employment Type: Permanent
  • Salary: R1 362 944.20 CTC per annum (Peromnes Grade P06)
  • Reporting to: Manager: Supply Chain Management

What You’ll Be Doing

Procurement & Strategic Sourcing

  • Lead procurement for strategic and high-value projects
  • Oversee ordering processes and resolve procurement queries
  • Manage procurement for externally funded and international projects
  • Apply advanced procurement methods such as QBS and QCBS

Compliance & Governance

  • Ensure adherence to National Treasury regulations and SCM policies
  • Monitor compliance with Auditor-General SCM requirements
  • Oversee implementation of PPPFA and other regulatory frameworks
  • Prepare monthly National Treasury reports

Demand & Budget Management

  • Conduct demand planning and track procurement progress
  • Ensure proper needs assessment for all purchases
  • Perform expenditure analysis for major acquisitions
  • Monitor budgets to prevent overspending

Bid & Contract Management

  • Oversee the preparation and evaluation of bid documentation
  • Manage bid processes, including international tenders
  • Ensure accurate record-keeping of procurement activities

Leadership & Stakeholder Management

  • Supervise and manage SCM staff
  • Conduct performance evaluations and team development
  • Train internal and external stakeholders on SCM policies and procedures
  • Assist in developing and improving supply chain policies

Minimum Requirements

Education

  • Grade 12 (Matric)
  • Bachelor’s Degree in:
    • Supply Chain Management
    • Or an equivalent qualification

Experience

  • Minimum of 12 years’ experience in Supply Chain Management
  • At least 5 years in a supervisory or management role

Knowledge & Skills

  • Strong understanding of public sector procurement regulations
  • Experience with National Treasury compliance and reporting
  • Knowledge of PPPFA and SCM frameworks
  • Familiarity with SAP is advantageous
  • Advanced analytical, reporting, and problem-solving skills
  • Computer literacy (MS Office Suite)
